About You

Under the direction of the Director of Organisational Services, the Finance/Human Resources Clerk – Payroll / Financial Analyst is responsible for payroll and benefits administration as well as supporting financial analysis.

This includes; bi-weekly payroll, time and attendance, employee benefits and pension plans, monthly remittances and reconciliations, and year-end cycle reporting. All duties are carried out in accordance with relevant legislation, Agency policy, procedure and the Collective Agreement. This position supports decision making through completing and preparing financial analysis, contributes to the annual budget preparation, reporting and auditing cycles, and also provides back up to finance team members.

The Finance/Human Resources Clerk – Payroll / Financial Analyst works closely with the Finance/Human Resources Clerks, Human Resources Manager, Executive Assistant and other members of the Organisational Services Function in supporting the administration of the Agency.

DCS / DEC (Required)
Licence:

Cdn Payroll Association (Preferred)


Skills & Qualifications:

-Minimum 2-year post-secondary diploma in a business-related field, with an Accounting focus
-Three (3) years’ payroll and benefit experience in a computerized environment
-Additional training in Payroll, Accounting and/or Human Resources administration, an asset
-Canadian Payroll Association Certification, an asset
-Equivalent combination of education and experience may be considered
-Experience working in a unionized public sector service organization
-In-depth knowledge of and ability to apply payroll and benefit administration practices and applicable employment --legislation and statutory requirements
-Ability to provide excellent customer service, support and explanation of payroll matters to individuals possessing varying levels of expertise and experience
-Knowledge of generally accepted accounting practices sufficient to complete journal entries and payroll account reconciliations
-Advanced proficiency required in MS Word, Excel, Outlook, statistical and relational databases and payroll systems to process payroll, manage data, create reports and provide communication
-Demonstrated ability to collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy.
